1. General idea

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Party and the spirit of General Secretary Xi Jinping’s series of important instructions on Sichuan and Chengdu work, completely and accurately implement the new development concept, and base on the characteristics of Chengdu’s energy-receiving city , in accordance with the working idea of “overall design, pilot breakthroughs, step-by-step implementation, multi-party collaboration, and ensuring safety”, accelerate the construction of new energy storage projects, help the power system peak, peak load regulation, and emergency backup, and build a clean, low-carbon, safe, abundant, and economical The new power system with high efficiency, supply and demand coordination, flexibility and intelligence will greatly improve the real-time balance and security level of the power system, and provide strong energy support for the construction of a park city demonstration area that implements new development concepts.

2. Basic principles

(1) Overall planning and reasonable layout. Strengthen top-level design, take overall consideration of power system security capabilities, system regulation capabilities and overall efficiency improvement needs, scientifically evaluate the development scale of new energy storage construction, rationally deploy new energy storage projects according to local conditions, and promote the integrated development of source, grid, load and storage. ,

(2) Market leadership and policy guidance. Give full play to the decisive role of the market in resource allocation and actively create a fair, just, competitive and orderly market environment. Strengthen policy guidance, optimize market transaction mechanisms, give full play to the role of time-of-use price signals, guide the power supply side, grid side, user side, etc. to build new energy storage facilities, actively participate in power balancing, and greatly improve the flexibility and reliability of the power system.

(3) Demonstration first and implementation step by step. In accordance with the principle of “pilot first, then promote”, priority is given to selecting areas, parks, enterprises, etc. with large power loads, good market potential, and high technological maturity, to develop and construct new energy storage projects, and pilot new energy storage projects to participate in the demand Response and ancillary services.

(4) Standardize management and ensure safety. Strengthen the management of new energy storage projects, establish and improve new energy storage technology standards, management, monitoring, and evaluation systems, clarify the safety responsibilities of each link of new energy storage, and ensure the safety of the entire process of construction and operation of new energy storage projects.

3. Work objectives

In 2023, we will focus on the construction of new energy storage demonstration projects in the “stuck neck” sections of the power grid such as Longwang, Taoxiang, and Guangdu, and build new energy storage installed capacity of more than 100,000 kilowatts to initially alleviate the load gap in the “stuck neck” sections of the power grid.

In 2024, new energy storage demonstration projects will be implemented in areas with “stuck neck” sections of the power grid and areas with obvious load gaps. The total installed capacity of new energy storage will reach more than 500,000 kilowatts, fully solving the load gap in “stuck neck” sections of the power grid.

In 2025, fully consider economic and resource factors, comprehensively promote the application of new energy storage facilities, create a new power system with intelligent and flexible adjustment, strong security guarantee, real-time interaction of supply and demand, and deep integration of source, grid, load and storage, and build a new total installed capacity of energy storage More than 1 million kilowatts.

4. Key tasks

(1) Promote the construction of new energy storage power stations in other places on the power supply side. In areas such as coal-fired power plants, gas turbine power plants, and waste-to-energy plants, joint thermal storage and frequency modulation energy storage projects will be constructed to improve the operating efficiency of traditional thermal power units. Combined with the demand for new energy storage configuration of 10% of the installed capacity of photovoltaic and wind power new energy power generation in the “three states and one city” area, we will implement the construction of new energy storage capacity in different places through independent, joint construction or market leasing, purchase, etc., and promote the construction of new energy storage capacity in southeastern Chengdu , the northeastern region lacks power and the power grid supply and demand situation is tight, and strives to add more than 100,000 kilowatts of new energy storage installed capacity by 2025. (2) Accelerate the construction of new energy storage facilities on the grid side. Focusing on power supply reliability issues such as the tight supply and demand situation in some areas during peak summer (winter), heavy main transformer overload, and low voltage, we will promote new storage in areas with obvious shortcomings in accordance with the principle of hierarchical and partitioned access and meeting demand locally. Pilot projects can be implemented. Priority will be given to key grid nodes near the 500 kV Longwang Station power supply area and some of the 500 kV Taoxiang Station and Guangdu Station power supply areas with large daily load peak and valley differences, tight transmission corridor and site resources, high load rates but short peak loads. , rationally layout independent energy storage power stations. The city recommends a total of 26 independent energy storage power stations in load center areas to be prioritized for layout. Strive to build more than 10 demonstration projects and new energy storage installed capacity of more than 50,000 kilowatts in 2023. 6. Safeguard measures

(1) Strengthen overall planning and coordination.
